Already doing that in the website repo. (Seems to be most popular with the spammers)

I don't know what's going on this year (I've seen some article complaining about the widespread spam), in previous three years of Hacktoberfest I never noticed such a huge amount of low-effort PRs, and it is still just October 1st.

There is an influencer that did a video. He made a low effort PR example to show how easy it was to contribute. Panurge's sheep threw themselves at the unexpected open-source maintainers and led them to burnout.

And now they've changed the rules so that repositories must have a specific label before PRs against them re counted: https://github.com/digitalocean/hacktoberfest/pull/596 - which is probably for the best, honestly.
