There are REPL in many modern languages,such as Lisp, OCaml, Haskell,etc. Does nimrod has REPL ?

Yes. The basic problem is that the interpreter cannot handle importc and thus large parts of the stdlib. It's not hard but quite some work to implement this and of low priority.
