It doesn't distinguish between "tutorial" and "specification". Instead warnings are given and sometimes it's hinted at that a feature is for advanced users.
It is 276 pages, neither minimal nor excessive. It's as long as it needs to be to cover everything. Being a physical book the assumption here clearly was that its readers can read...
