which module is this proc ?

Unfortunately it's in a PR that I still haven't had a chance to fix and get merged: https://github.com/nim-lang/Nim/pull/6796. Feel free to grab that branch and play with it, I think the getIoHandler proc won't change in future versions of this PR.
