I understand that it's easy to go crazy with designs, but I very much prefer minimal designs with fairly monotone backgrounds that are just a tad darker than #fff. Sorry if I've said these things on IRC several times already. It's better to discuss it here instead.

People's opinions about design differ a lot. For instance I disagree with pretty much every bullet point you listed (granted surely I'm a bit biased). The website isn't perfect, interface-wise we could put more thought into how content is presented on the front-page, etc.. But honestly the website is doing a pretty good job of presenting things as-is. It's much better than the one we had previously (in both aesthetics and layout). It will be interesting to see what the next design is like, but I'm hoping we get pretty good mileage out of this one first.
My only complaint is that the forum doesn't load on my smartphones browser.

Yes, carousels work well for announcements and products, but ultimately they're probably not the best way to present code, I agree. Still, it's not that bad either. The carousel stops when you're cursor is above the code to give you time to read... we should probably give some visual indication of this functionality though.

What smart-device/browser are you using?
My guess is this is related to the fixed background image. I just made a PR which removes the fixed position on the forum BG image, so that may be fixed for you soon.
Samsung Galaxy Express, default browser.
If it's not fixed with the update, I'll play with it some day.
